A primary objective of the Global Methodist Church is to guarantee that a significant portion of the tithes and offerings contributed at the local level stay within that community. This is aimed at enhancing the ministry's impact in both its immediate surroundings and on a global scale, encompassing regions far beyond the local setting. The GMC envisions every local congregation playing a vital role in realizing the Great Commission worldwide.
Within the GMC, the design of Connectional Funding is strategically crafted to emphasize and support the ministry efforts taking place within each local church.
Connectional Funding is addressed in ¶ 349 of the Transitional Book of Doctrines and Discipline.
There are two types of Connectional Funding:
- General Church Connectional Funding – Currently set at 1% of the local church operating income.
- Annual Conference Connectional Funding - Effective April 1, 2024, Connectional Funding for the Virginia Provisional Annual Conference was set at 3.0% by the Transitional Leadership Council.
Annual Conference Connectional Funding will provide the means for:
- Clergy Leadership & Development – Equipping clergy for effective ministry.
- Laity Leadership & Development – Equipping laity for effective ministry.
- Annual Conference – Expenses related to hosting the yearly Annual Conference.
- Evangelism – Supporting connectional efforts for evangelism across the state in Virginia.
- General Conference attendance – Expenditures related to the sending of delegates and necessary staff to the GMC General Conference.
- Communications – Supporting our online presence as we share information and the Gospel!
- President and Vice-President Pro Tempores’ – Reimbursement of expenses of their related Virginia Provisional Annual Conference expenses.
- Administration – Supporting the day-to-day needs, including technology, cloud services, mailings, office materials and etc.
You will not be billed for your Connectional Funding. The Global Methodist Church of Virginia is intentionally running lean and is principally staffed by volunteers at this time.

Churches seeking a waiver for all or part of the 3% GMC of Virginia Connectional Funding may petition the Virginia Provisional Annual Conference. The Virginia Provisional Annual Conference will review the waiver requests and consider a connectional giving deferment until the Convening Conference of the GMC. After the Convening Conference of the GMC in September, 2024, additional petitions will be considered on a case-by-case basis.
The Transitional Leadership Council or its designee may designate a local church as a missional church and exempt such a church from paying general church or annual conference connectional funding for up to five years from the date of designation. Missional churches shall be church plants, church re-starts, or churches located in or serving economically disadvantaged communities.
The pastor(s) and leadership of the local church shall interpret connectional funding to the members of the local church so that connectional funding is embraced by such membership and regularly share information with the members of the local church to educate and interpret such connectional funding.
The failure of a local church to remit connectional funding in full as calculated annually may result in the Transitional Leadership Council or designee action.
